Richard has been a borough councillor for Burstead since 2004 and also a county councillor for the Billericay & Burstead Division since 2017. As a borough councillor, he is currently Cabinet Member for Strategic Planning, Infrastructure & Planning Enforcement. He also sits on the Planning Committee.
Richard is also a Basildon Council representative on the A127 Economic Growth Corridor Task Force, the East of England Local Government Association, the Essex Coastal Forum, the Essex Flood Partnership Board, the Essex Planning Member Group, the Local Councils' Liaison Group, the Mayor of London - London Plan - Wider South East Political Steering Group and the South Essex Joint Strategic Plan Members Group.
At County Hall, he sits on the Health Overview Policy and Scrutiny Committee and as a substitute member of the Place Services and Economic Growth Policy and Scrutiny Committee. He is also a trustee of the Great Burstead Exhibition Foundation (Billericay Educational Trust), chairs the Essex Local Highways Panel for Basildon and sits on the Youth Strategy Group for Basildon.
Richard lives in Billericay with his wife, Moira, who is a Billericay town councillor. He is a member of the Chartered Institute of Marketing, the National Trust and the Royal Horticulture Society and is retired.
